PCBS\u2019 Services Statistics Program is part of the Economic Statistics Program, which is part of the larger program for establishing the System of Official Statistics for Palestine. PCBS initiated, in the reference year 1994, the economic surveys series. The series includes, in addition to the Internal Trade survey, surveys on Services, Industry, construction-contractors, and transport and storage sectors for the purpose of establishing a time series data base of economic activities in line with international recommendations specified in System of National Account (SNA) 93 and in the UN manual for Services Statistics. The sampling frame for the different economic surveys was based on the findings of the 2004 Establishment Census conducted by PCBS. \n\n2. Objectives:\nThe objective of the survey was to obtain data on:\n\n2.1 Number of enterprises and persons engaged in services by activity and location.\n2.2 Value of output, intermediate consumption and stocks.\n2.3 Value added components.\n2.4 Payments and transfers.\n2.5 Capital formation.\n2.6 Contribution of the surveyed activities to the GDP and other National Accounts variables.\n\nTarget Population\n\nPCBS depends on the International and Industrial Classification of all economic activities, version 3, (ISIC - 3) by the United Nation to classify the economic activities. Electricity and water\n\nThe objective of the survey was to obtain data on:\n\n2.1 Number of enterprises and persons engaged in services by activity and location.\n2.2 Value of output, intermediate consumption and stocks.\n2.3 Value added components.\n2.4 Payments and transfers.\n2.5 Capital formation.\n2.6 Contribution of the surveyed activities to the GDP and other National Accounts variables.\n\nConcepts and Definitions\n\nA.\tStatistical unit:  \nThe SNA of 1993 defines two major statistical units:\n   - Institutional unit (enterprise):  An economic entity that is capable, in its own right, of   owning assets, incurring liabilities and engaging in economic activities and transactions with other entities.\n-\t Establishment: An enterprise or part of an enterprise in which one group of goods and services is produced (with the possibility of having secondary activities).\n\nB. Enterprises Sectors:\nAccording to SNA1993, they are government, household, non-profitable enterprises, finance and non-finance companies.  For internal trade enterprises they are either household sector or non-finance companies.\n\nC. Output:\n  Value of goods and services, including own-account goods, produced during a specific    period.\n\nD. Intermediate consumption:\n  Value of production inputs from both goods and services.\n\nE. Gross value added:\n  Output minus intermediate consumption.\n\nF. Compensation of employees: \n Wages, salaries and other allowances and remuneration in cash or in kind.\n\nG. Taxes on production less subsidies:  \nTaxes assessed on producers with respect to the production, sale, purchase or use of goods and services, less production subsidies. \n\nH . Subsidies:\n    Current payments that government gives to producers or local importer without direct revenue.\n\nI. Aids:\nThe current payments to the producers from the government according to output levels.\n\nJ. Depreciation:\nThey are the assets value, which reproduced, and depreciated during the year, depreciation is calculated on the current substitutive value.\n\nK. Operating Surplus:  \nValue added-(compensation of employees + taxes on production less subsidies + Depreciation of fixed assets).\n\nL. Gross Fixed Capital Formation: \nIt is measured by value of acquisitions less \nTable disposals of new or existing fixed assets.\n\n\nM. Three levels of strata were used to arrive at an efficient representative sample (i.e. economic activity, size of employment and geographical levels). The questionnaire contains of the following main variables:\n1.\tNumber of employees in a company and their compensations.\n2.\tThe output of the main and second activities.\n3.\tGoods production inputs.\n4.\tVarious payments and transfers.\n5.\tIndirect taxes.\n6.\tEnterprises assets.","coll_situation":"Data Collecting\n\nQuestionnaire Test:\nDoing a primitive pretest during two days to make a technical study of the questionnaire, study the rejection and the data quality.\n\nWorkers Selection and Training:\nThe interviewers in the fieldwork are selected from the experienced ones in the statistical work and they are also trained theoretically and practically.\n\n Fieldwork operations:  \nThey are initiated after the recruitment and training of qualified interviewers.  The PCBS's Fieldwork Directorate administers fieldwork activities including interviewing activities.\n\nData Gathering Method:\nData are gathered by using an interview with the enterprise owner or general manager by applying the survey questionnaire.\n\nFieldwork Editing:\nThe interviewer and supervisor firstly edit technically the questionnaire according to editing rules.\n\nOffice Editing: \nThe office editor also edits the questionnaire in order to be ready to be sent to coding and data entry.\n\nCoding:\nAfter the editor finishes editing the questionnaire, a coding are used according to (ISIC - 3), then the questionnaire is transferred to data entry.","act_min":"For insuring data quality, a series of measures were taken in to a account that support accuracy  of data collection through the following:\n\u00b7\t\u00b7\tSelection of specialized fieldwork team of economic back ground, the team was trained theoretically and practically on the survey questionnaire.\n\u00b7\tThe main fieldwork team was selected according to the training course.\n\u00b7\tField work visits by both fieldwork and project management staff for monitoring and following up data collection process and progress of work, An average of two visits for each governorate, a bout 90% of completed questionnaires was reviewed and corrected if needed, comments and notes were directed to the team accordingly.\n\u00b7\tDifferent levels of supervision and monitoring toke place a according to the following division:\no\tFieldworkers\no\tFieldworkers supervisors \no\tFieldwork coordinator. (Each of them has responsibilities in monitoring )  \n\u00b7\tProject management receive a daily progress report about completeness and response.\n\u00b7\tConducting a refreshment training course during the stage of data collection for emphasizing the main issues of  training and answering questions of fieldworkers about issues faced them in the field.\n\u00b7\tWe made another visit to some institutions which were visited by the researchers to confirm the accuracy of the data that have been given to researchers and that called the interview, these institutions has been selected randomly by withdrawing a random sample of 10% of the original sample of the survey, and then the data were compared with data from series surveys.","weight":"Weighting Procedure:\nThe sampling weight of the enterprise is the mathematical turned of the possibility selection of that enterprise. The variance of the key goods in the survey was computed and dissemination was carried out on the level of Remaining West Bank and Gaza Strip for reasons related to sample design and computation of the variance of the different indicators.\n\nNon-Statistical Errors\nThese types of errors could appear on one or all the survey stages that include data collection and data entry:\nResponse errors: these types of errors are related to, responders, fieldworkers, and data entry personnel's.
