The survey of Democratic Governance is a new area in the Palestinian official statistics that came to meet the needs of users and to provide comparable statistics on the regional and international levels.\n\nThe Palestinian Central Bureau of Statistics has decided to include Democratic Governance in its program as part of PCBS' efforts to provide  comprehensive statistical indicators in specialized subjects. Statistics on Democratic Governance has become one of the main requirements of the development of societies and will serve the needs of users including decision and policy makers.\n\nStatistical indicators on Democratic Governance cover many aspects of social, economic, and environmental life, and go in line with the indicators of the Millennium Development Goals. These indicators provide the basis to monitor the status of human rights and governance in any country as well as support the national social and economic system.\n\nThis report addresses the most important results of the Democratic Governance survey that was carried out by the Palestinian Central Bureau of Statistics during the period from 16\/10\/2008 until 30\/11\/2008. The report presents relevant results related to the rule of law in the Palestinian Territory, public office, and election. The results also covers the performance of the Palestinian Legislative Council (PLC), the  government, and civil society. In addition, the report  presents relevant indicators on the freedom of opinion and expression, freedom of press, access to information, and the freedom to affiliate with and form political parties. Each enumeration area has an average size of about 120-150 households.\n\nSample size\nThe sample size of the survey was estimated to about  2,544 household.\n\nSample design\nThe sample is stratified clustered systematic random sample. As a result, greater attention was given to the details of the fieldwork operations of the Democratic Governance survey to ensure the implementation is within the standards. These details included all of technical and administrative requirements, fieldwork procedures, recruitment procedures, training of fieldworkers, and provision of necessary physical requirements to successfully implement the survey","act_min":"The fieldwork team consisted of fieldwork coordinator, supervisors and fieldworkers. Every five fieldworkers were supervised by one supervisor. Fieldwork offices were used to facilitate the administration of fieldwork activities including the distribution and delivery of questionnaires, fieldwork editing during data collection, and preparation as well as submission of daily progress reports.","weight":"The weight of statistical unit (sampling unit) in the sample is defined as the mathematical inverse of the selection probability. The sample of the survey is two stage stratified cluster sample, thus, the weights are calculated for each stage and the Households Weights is the multiplication of the two weights.\nFirst stage weight:\nThe sample of enumeration areas is selected and the weight is called enumeration area weight (the sampling unit is enumeration area).The weight for enumeration areas from stratum h is calculated by dividing the number of enumeration areas in stratum h on the sample size of enumeration areas in stratum h.\n\nSecond stage weight:\nThe sample of households is selected and the weight is called household weight (the sampling unit is household). The weight of the Household from enumeration area (cluster) k is calculated by dividing the number of households in each cluster with the sample size of households within the cluster k. \n\nThe primary weight of households before modification is the multiplication of the\nweights of the first and second stages.\nThen we adjust the primary weights for the households to compensate for the non - response of households by calculating adjustment factor for households weights for adjustment levels (Governorate and locality type ) by using households projections by adjustment levels in 2007.\nThen the final weight for the households ( FHW) is a multiplication of the adjustment factor by the primary weights for the household.\nWeight of the person 18 and above is calculated By the inverse probability of  selecting an person from the family by sex of the person.\nThe persons weights were adjusted according to population estimates on the level of Region , Sex, and Age groups.","cleaning_operations":"Both data entry and tabulation were completed by using the ACCESS and SPSS software programs.  Data entry was organized into two files, corresponding to the main parts of the questionnaire.
