PCBS 1996.the reference date of data is 12/4/1996-18/05/1996 NADA Core Funding Group Swiss Agency for Development and Cooperation Palestinian National Authority Palestinian Central Bureau of statistics Sample Frame, Households [sf/hh] Available statistics on Palestinian society in the West Bank and Gaza Strip indicates a lack of any data pertaining to Palestinian Culture. This situation has urged PCBS to conduct a household survey on the subject for the same time in 1996, making it possible to describe and assess some aspects of Palestinian cultural reality. Version 1.0 (edited/final), based on data files and other material downloaded from PCBS website on September 1996. Cultural Survey cultural activities and participation [13.2] The importance of this section emanates from the need to provide micro data for concerned parties in the form of huge database involving crucial data on many indicators pertinent to the Culture Survey - 1996 .The basic goal of this survey is to provide basic indicators on various aspects of Palestinian culture, especially on the cultural behavior and practices of individuals. These indicators covers the following items: Availability of home library and subject of available books, inherited verbal culture, reading books and newspaper, radio listening, television viewing, visiting cultural institutions and recreational and leisure time activities. Palestine Palestine (West Bank and Gaza Strip) , type of locality (Municipalities, Villages, Refugee Camps) and governorate Governorate Household. Person 9 years and over . The target population consists of all Palestinian individuals aged 9 years and above living in the West Bank and Gaza Strip, excluding nomads and persons living in institutions such as prisons, shelters, etc. Sample survey data [ssd] The questionnaire was designed in accordance with UN standards and recommendation and based on the experience of some developed countries in the field of culture statistics. It consists of two main sections: ·Household schedule: It includes questions on households ownership of libraries, subject of available books, if any, and cultural heritage. ·Individuals' schedule: It includes questions on participation in cultural activities by individuals aged 9 years and over. The questions cover the following: Reading habit and time spend on reading per week; newspaper reading habit; television viewing; radio listening; visiting cultural institutions; and recreational and leisure time activities Palestinian Central Bureau of Statistics Stratification Four levels of stratification have been made: 1. Stratification by District. 2. Stratification by type of (Locality) which comprises: (a) Municipalities(b)Villages(c) Refugee Camps 3. Stratification by locality size. 4. Stratification by cell identification in that order. Sampling Unit First stage sampling units are the area units in the master sample. The second stage sampling units are households. Sample Size The sample size is 1,230 households allowing for non-response and related losses. This amounts to a sample of 5,350 persons aged 9 years and over. The sample size is large enough to provide estimates on the main cultural indicators at the national, regional, and locality levels. Target Cluster Size The next important issue in sample design is the target cluster size, the number of households to be selected per Primary Sampling Unit (PSU) on the average. In this survey about 5,350 persons aged 9 years and more had been selected from 80 master sample areas. The cluster size is around 16 households. Face-to-face [f2f] The questionnaire was designed in accordance with UN standards and recommendation and based on the experience of some developed countries in the field of culture statistics. It consists of two main sections: ·Household schedule: It includes questions on households ownership of libraries, subject of available books, if any, and cultural heritage. ·Individuals' schedule: It includes questions on participation in cultural activities by individuals aged 9 years and over. The questions cover the following: Reading habit and time spend on reading per week; newspaper reading habit; television viewing; radio listening; visiting cultural institutions; and recreational and leisure time activities The purpose of training courses is to provide participants with the main skills needed to conduct interviews. Two training courses were held, one in Ramallah for West Bank trainees, and one in Gaza City for Gaza Strip trainees. Each course consisted of two parts: one on research methodology including survey design, questionnaire design interviewing techniques, and field operations and one part on the specifications of the culture survey, including concepts and definitions, field work procedures, data collection, editing, coding, asking questions and recording answers, as well as field team organization and field supervision. Training courses included lectures, exercises, as well as field training. Each course consisted of 36 training hours. The West Bank was divided into three regions (North, Middle, South), each of which was supervised by a regional coordinator. Each region consists of a number of districts and field work was carried out by 1-2 field work teams. Each team was made up of one supervisor, one editor and 4-6 interviewers. Gaza Strip was also divided into three regions (North, Middle and South). Field work activities were initiated in Gaza Strip by four field work teams, each of which consisted of a supervisor, editor and 4-5 interviewers. Certain procedures were followed for quality control and efficient organization of field work. Such procedures pertain for supervising work as well as receiving and delivering questionnaires, maps, sample lists in addition to other forms used for management and quality control. The sample is self-weighting by design; also the estimations in this survey concerted in calculating ratios. The interviewers, editors, and coders underwent intensive training and were provided with field work manuals to resort when facing any problem. The data entry program was programmed in a way that allows error detection and correction, particularly illogical errors that might not be discovered before data entry. A consistency check was performed to assure accuracy after data entry. The response rate was about 97.7%, it was 97.2% in the West Bank and 98.9% in Gaza Strip. Two types of errors affect the quality of survey data, sampling and nonsampling errors. The former is easily measurable. The latter, on the other hand, could not be determined easily, due to the diversity of sources from which it may arise e.g. the interviewers, respondent, editor, coders, data entry operator,... etc. The sources of non-statistical errors can be summarized in: - Some of the households were not in their houses and the interviewers couldn't meet them. - Lack of data interpolation for some persons who were covered in the sample. - Errors due to the answers of respondents. All individual information and data submitted to the Bureau for statistical purposes shall be treated as confidential and shall not be divulged, in whole or in part, to any individual or to a public or private body, or used for any purpose other than for preparing statistical tables. 2.
