    <abstract>PCBS conducted the twice round of the Victimization Survey 1999: data collection was conducted during the 4th quarter of 1999 (1999-04-10- 1999-07-10).
 
Six teams of interviewers, three in the West Bank and three in the Gaza Strip carried out the data collection. Each team consisted of a supervisor and two interviewers. Fieldwork teams were distributed to different districts according to sample allocation.  
All field staff received a training session combining general theoretical and practical components.  Interviewers, supervisors and editors for the survey were selected from those who worked on the Labour Force Survey.  Fieldwork procedures and organization were designed to ensure adequate supervision and the collection of high quality data.  To this end, several quality control measures were used through out fieldwork.</abstract>

      <sampProc>The sampling frame consisted of a master sample of enumeration areas (EAs) selected from the Population Housing and Establishment Census 1997, the master sample consists of area units of relatively equal size (number of households), these units have been used as primary sampling units (PSUs).

      <respRate>The response rate is 92.5% in palestine where 7.5% is not completed.</respRate>
      <EstSmpErr>Data of this survey affected by sampling errors due to use of the sample and not a complete enumeration. Therefore, certain differences are expected in comparison with the real values obtained through censuses. Variance were calculated for the most important indicators, the variance table is attached with the final report. There is no problem to disseminate results at the national level and regional level (West Bank, Gaza Strip).</EstSmpErr>
