    <abstract>A series of basic requirements have to be met for a housing unit (regardless of its type and inhabitant).  It should be hygiene, adequate for living purposes and provide privacy for its inhabitation.  Thus, a healthy housing unit would be the one that provides enough space for living, sleeping, and eating.  It should be ventilated, exposed to sunlight, and provide toilet facilities, electricity and drinking water installations.

Since we realize that the housing unit should constitute a basic requirement of the living conditions for Palestinians, it is therefore important to provide data on housing conditions, housing unit characteristics, and housing density. 

This report includes the main results of Housing Conditions Survey (HCS) in the (PT).  PCBS implemented the survey, along with the fourth round-2000 of the (LFS), and practicably during the period from November</abstract>

    <notes>HCS 2000 is the first specialized survey on the indicators of housing conditions that was carried out after the Population, Housing and Establishment Census in 1997.  The HCS questionnaire included the main indicators about housing conditions.

This survey aims at providing general reliable data on housing conditions in the (PT), regional data for the West Bank, and Gaza Strip, and data by type of locality (urban, rural and refugee camps).  This survey is to be carried out once every three years.  

The survey provides data on the following indicators in order to achieve the abovementioned objectives:
·Area of housing unit and person share of area of housing unit.
·Year of completing housing unit construction
·Type of housing unit
·Tenure of housing unit.
·Number of rooms in the housing unit.
·Number of bedrooms in the housing unit.
·Housing density.
·Availability of (water and electricity supplies, sewage network, telephone lines…etc).

      <sampProc>Sampling Frame:
The sampling frame consisted of a master sample of enumeration areas (EAs) selected from the Population Housing and Establishment Census (PHC) 1997, the master sample consists of area units of relatively equal size (number of households), these units have been used as primary sampling units (PSUs).

Sample Design:
The sample chosen by two stages: 
First stage: represented by choosing a stratified uniform random sample consisted of 481 enumeration areas. 
Second stage: represented by the choice of a random uniform sample of households in each enumeration area, where 16 households was chosen in each one.

Stratification:
 Four levels of stratification were made:
Stratification by Governorates.
Stratification by place of residence which comprises: 
     (a) Urban                   (b) Rural                 (c) Refugee Camps  
Stratification by classifying localities, excluding governorate capitals, into three strata  based on the ownership of households within these localities of durable goods.
Stratification by size of locality (number of households).

Sampling Unit:
First stage sampling units are the area units (EAs) in the master sample.  The second stage-sampling units are households.

Sample Size:
The sample size is 7,559 Palestinian households in West Bank and Gaza Strip.  But due to the Israely blockade on the (PT), the fieldworkers could not visit 231 households found in 19 enumeration area, field workers could visit 7,328 households.  For 6,438 households the result of visiting was completed.  This sample size was enough to ensure estimations about the main housing condition indicators.</sampProc>

      <resInstru>The housing conditions questionnaire was designed in accordance with the similar country experience and with international standards and recommendations for the most important indicators, in addition to utilization from census questionnaire 1997, and taking into account the special situation of Palestine.</resInstru>

      <collSitu>The preparation phase included recruiting and training of interviewers and supervisors.  The staffs in this project have participated in previous survey projects at PCBS, and are therefore highly qualified.

The West Bank was divided into three regions (North, Middle, South), each of which was supervised by one field supervisor.  Fieldwork was carried out by one fieldwork team, consisting of 2-3 interviewers.

Gaza Strip was also divided into three regions (North, Middle and South). Fieldwork activities were initiated in Gaza Strip by one fieldwork team, each of which consisting of a supervisor, an editor and 3 interviewers.

Certain procedures were followed for quality control and efficient organization of fieldwork. Such procedures pertain for supervising work as well as receiving and delivering questionnaires, maps, sample lists in addition to other forms used for management and quality control.

Field operations started in the Palestinian Territory on 04/11/2000 till 11/01/2001. We would like to indicate here that the fieldwork was postponed for four weeks because of the Israeli comprehensive closure and aggression against the Palestinian people.  It was planned to carry out the fieldwork during the period 07/10/2000 - 04/01/2001, and this is the real period on which data were collected (Reference Period).

Fieldwork teams were distributed among all districts on the basis of sample size in each district. The number of LFS' fieldwork members amounted to 17 including the fieldwork coordinator,</collSitu>

      <weight>The weight of statistical units (sampling unit) in the sample is defined as the mathematical inverse of the selection probability where the sample of the survey is two stage stratified cluster sample. Thus, the weights are calculated for each stage and the primary Households Weights is the multiplication of the two weights

The primary weights for the households is adjusted to compensate for the non response of households and to be compatible with population size. This is done by calculating the adjustment factor for households weights and adjustment levels (Governorate and locality type) using households projection  by adjustment levels in 2010</weight>

Editing Before Data Entry:
       All questionnaires were edited again in the office using the same instructions adopted for Editing in the field.

Data Entry:
       At this stage, data were entered into the computer, using a data entry template written in
       Blaise.  The data entry program was prepared to satisfy a number of requirements such 
       as:                                
Duplication of the questionnaire on the computer screen.
Logical and consistency check of data entered.
Possibility for internal editing of questions answers.
Maintaining a minimum of digital data entry and fieldwork errors.
User- Friendly handling.
Possibility of transferring data into another format to be used and analyzed using other statistical analytical systems such as SAS and SPSS.</cleanOps>

  <txt>Housing Unit Type:
This term describes one of the following: Villa, house, apartment and other.
Villa: A separately established building that is usually constructed from clean stone. It is constructed for the living of one household and consists of a 2 - suite - single or double or multiple stories connected through internal stairs. One of the suites is constructed as bedrooms whereas the second suite is constructed for reception and involves the kitchen and other related services. In general, the villa is surrounded by a garden, regardless of the area of this garden, which is  surrounded by boarding wall or fence. Villas normally have roofed parking area (garage). Villas also may include separate small building or extensions as part of them.
House: A building usually established for the residence of one
household or more; it is the typical form of residential buildings prevailing in Palestine. The house may be comprised of single story or more that is utilized by a single household. Nevertheless, if the house is divided into housing units each of which has its own utilities and occupied by a different household, each housing unit would be classified as an apartment.
Apartment: It is a part of a building or a house, consisting of one room or more and annexed with kitchen, bathroom and toilet, which are all, closed by external door, leading to the road through a stair way and/or path way.  It is prepared usually for one household.
Independent Room: It is a separate room with no kitchen, bathroom nor toilet, but sharing with other households these basic services, and it is prepared for living.
Other: It refers to any type of building other than the aforementioned. Examples of this type include tent, marginal, cottages, caves, grottos, and booths occupied by a tenant during the survey.</txt>
