      <sampProc>The target population consists of all Palestinian households that usually reside in the Palestinian Territory  with a sample size of  8,077 households.</sampProc>

      <deviat>The sampling frame is the list of enumeration areas peculiar to the 1997 Population, Housing and Establishment Census.  Enumeration areas are residential areas containing about 150 housing units in average.</deviat>

      <resInstru>In light of specifying the data needs, the questionnaire was developed after reviewing international recommendations and experiments in this area. This included holding a workshop at PCBS within the framework of debate among producers and users. The workshop was held on May 29, 2006 to discuss the survey indicators.

      <collSitu>A plan for the fieldwork for both regions was placed.  At this stage, the fieldwork team and the tools (questionnaires, maps, sample lists) were prepared. Two teams were set up to carry out the fieldwork:</collSitu>

Team one: It included 73 interviewers, 15 supervisors, and 9 assistants. They were divided in the northern, middle, and southern areas of the West Bank.

Team two: Included 38 interviewers, 6 supervisors and 4 assistants.  They were divided in the northern, central, and southern parts of Gaza Strip.</actMin>

      <weight>Weights have been calculated for each sampling unit.  Weight reflects the sampling procedures.  To make the weighing procedure feasible and simple, we assumed that the households have been selected directly within the enumeration area .

Adjusted weights are important to reduce bias resulting from non-responses. Also “adjusting” has given consideration to demographic changes since the time of the Population, Housing and Establishments Census, 1997 and the time of carrying out the survey</weight>

In order to see the image of the situation and reduce any problems, there was constant contact with supervisors and auditors through the frequent visits to branch offices, and periodic meetings.       <EstSmpErr>Since the data reported here are based on a sample survey and not on complete enumeration, they are subjected to two main types of errors: sampling errors and non-sampling errors.  

Sampling errors are random outcomes of the sample design and are, therefore, easily measurable.

Non-sampling errors can occur at various stages of the survey implementation in data collection and data processing and are generally difficult to be evaluated statistically.  They cover a wide range of errors, including errors resulting from non-response, sample frame coverage, data processing and response (both respondent and interviewer-related).  The use of effective training and supervision and the careful design of questions are measures that have direct bearing on the magnitude of non-sampling errors and, hence, on the quality of the resulting data</EstSmpErr>

Villa: A separately established building that is usually constructed from clean stone. It is constructed for the living of one household and consists of a 2 - suite - single or double or multiple stories connected through internal stairs. One of the suites is constructed as bedrooms whereas the second suite is constructed for reception and involves the kitchen and other related services. In general, the villa is surrounded by a garden, regardless of the area of this garden, which is  surrounded by boarding wall or fence. Villas normally have roofed parking area (garage). Villas also may include separate small building or extension  as part of them. 
House: A building usually established for the residence of one household or more; it is the typical form of residential buildings prevailing in Palestine. The house may be comprised of single story or more that is utilized by a single household. Nevertheless, if the house is divided into housing units each of which has its own utilities and occupied by a different household, each housing unit would be classified as an apartment.
Apartment: It is a part of a building or a house, consisting of one room or more and annexed with kitchen, bathroom and toilet, which are all, closed by external door, leading to the road through a stair way and/or path way.  It is prepared usually for one household.
Independent Room: It is a separate room with no kitchen, bathroom nor toilet, but sharing with other households these basic services, and it is prepared for living.
Other: It refers to any type of building other than the aforementioned. Examples of this type include tent, marginal, cottages, caves, grottos, and booths occupied by a tenant during the survey.</txt>
