Update the establishment/enterprise register for different uses, i.e. as a sampling frame for economic surveys. b. Identifying the number of operating establishments and number of persons engaged in the different economic activities by geographical location. c. Identifying the most prominent characteristics of all operating establishments such as legal status, organization, ownership and others. These manuals also fully explain the methods of data collection. All possible methods to do the link were examined including several office and fieldwork tests. The decision taken was to update and link during the 1997 Population, Housing and Establishment Census fieldwork operation. This required all establishments from the 1994 Census to be classified geographically in the enumeration areas delineated for the 97 Census. Data collection in the second phase of the PHC included the following: updating records of existing establishments including marking ones no longer existing as well as adding new ones with current records. not applicable Stages from planning to data collection were fully integrated with the other components of the PHC. Post data collection activities (i.e. data processing and tabulation) for the Establishment component were carried out separately. In general stages consist of: 5.1 Preparation stage: Activities of this stage include developing the questionnaire, manual, reporting forms, tabulation plan, editing and coding rules and work plan in terms of all required resources and the time-table. This stage also encompasses the pilot census where all documents and plans are tested. 5.2 Implementation stage: Includes: Fieldwork operations: The PHC fieldwork team allocated for the second phase, as mentioned above, carried out the data collection for the Establishment Census. This team included about 1,000 persons. All individual information and data submitted to the Bureau for statistical purposes shall be treated as confidential and shall not be divulged, in whole or in part, to any individual or to a public or private body, or used for any purpose other than for preparing statistical tables. 2. The Bureau shall endeavor to issue official statistical publications in aggregate tables, which do not disclose individual data, in conformity with the confidentiality of statistical data.
