All possible methods to do the link were examined including several office and fieldwork tests. The decision taken was to update and link during the 1997 Population, Housing and Establishment Census fieldwork operation.  This required all establishments from the 1994 Census to be classified geographically in the enumeration areas delineated for the 97 Census.  Data collection in the second phase of the PHC included the following: updating records of existing establishments including marking ones no longer existing as well as adding new ones with current records.","weight":"not applicable","cleaning_operations":"Stages from planning to data collection were fully integrated with the other components of the PHC. Post data collection activities (i.e. data processing and tabulation) for the Establishment component were carried out separately. In general stages consist of:\n\n5.1 Preparation stage: Activities of this stage include developing the questionnaire, manual, reporting forms, tabulation plan, editing and coding rules and work plan in terms of all required resources and the time-table.
