      <serName>Population and Housing Census [hh/popcen]</serName>
      <serInfo>The Population, Housing and Establishment Census -1997 is the largest statistical project ever conducted in the Palestinian Territory. The Palestinian Central Bureau of Statistics (PCBS) started preparing for implementing this pivotal project in the eve of 1993, and it was actually carried out throughout the period starting from the early beginnings of September 1997 until the ever of that year.
Population Census

The process of collection, classification, processing, analysis, assessment, dissemination of statistical data on the number of population and their distribution by basic demographic and socio-economic characteristics in a specific reference period within the boundaries of a specific geographic area. 

A population Census is based on the following:

1.De-facto enumeration: based on the enumeration of individuals according to their existence in the area of enumeration at Census reference date, regardless of their usual place of residence.
2.De-jure enumeration: the enumeration of individuals according to their usual place of residence, regardless of their existence at the Census reference date.

For this Census, we adopted the de-facto approach with some exceptions.</serInfo>

      <weight>-Sampling Frame:  The sampling frame consists of a list of all households that have been counted during the population, housing and establishment census 1997.  These households cover all households living, during the census, in West Bank and Gaza Strip except those living in the annexed part of Jerusalem.

-Sample Design:  A systematic random sample of 20% of the households is selected, then all household members of the selected households are selected.

-Sampling Weights:  Sampling weights are calculated and added to the data file, they should be used when calculating estimates from the data file.

Estimation procedures using weights

1.Estimating Means, Ratios or Proportions:
There is no need for using the weights when estimating means, ratios or proportions since the sample is self weighted.

2.Estimating Totals:
Weights should be used to get an un-biased estimate of the Total, as follows:

1.Multiply the variable that represents the weight (W) by the variable that you want to estimate it's total (Y) to get a weighted variable say (Z)

Localities have been divided into three types: Urban, Rural, Camps

Urban: Any locality whose population amounts to 10,000 persons or more. This applies to all governorates/districts centers regardless of their size. Besides, it refers to all localities whose populations vary from 4,000 to 9,999 persons provided they have, at least, four of the following elements: public electricity network, public water network, post office, health center with a full - time physician and a school offering a general secondary education certificate.

Rural: Any locality whose population is less than 4,000 persons or whose population varies from 4,000 to 9,999 persons but lacking four of the aforementioned elements.

Camp: It refers to any locality referred to as a refugee camp and administered by the United Nations Refugees and Work Agency in the Near East (U.N.R.W.A.).</txt>

  <txt>Housing unit type:

Housing unit type may refer to any of the following:

1. Villa: A separately established building that is usually constructed from clean stone. It is constructed for the living of one household and consists of either a 2 -part floor or 2 floors or more connected through internal stairs. One of the suites is constructed as a bedroom whereas the second suite is constructed for reception and involves the kitchen and other related services. In general, the villa is surrounded by a garden, regardless of the area of this garden, and a wall surrounding its boarders. A parking area (garage) is always associated with the villa along with baked red bricks covering its upper surface. Another building might be found inside the boundaries of the villa, and considered one of its belongings.

2. House: A building usually established for the residence of one household or more; it is the typical form of residential buildings prevailing in Palestine. The house may be comprised of one floor or more utilized by a single household. Nevertheless, if the house is divided into housing units each of which has its own utilities and occupied by a different household, each housing unit would be classified as an apartment. 

3. Apartment: It is a part of a building or a house, consisting of one room or more and including a kitchen, bathroom and a toilet, which are all, closed by an external door. It is prepared usually for one household and the way to reach its door is from a ladder or pathway leading to the road.

4. Independent Room: It is a separate room with no kitchen, bathroom nor toilet but sharing with other households these basic services and it is prepared for living. 

5. Tent: It is either made of textile, wool, or hair. It is typically used in the Bedouin localities, but it does not undergo listing if it is not occupied. 

6. Marginal: It is a separate unit, usually comprised of one or more rooms. The main construction material of the ceiling and the external walls is made of zinc, tinplate …etc. 

7. Other: It refers to any type of building other than the aforementioned. Examples of this type include cottages, caves, grottos, and booths occupied by a tenant during the Census.</txt>

This section refers to the types of Housing unit's connection to water resources:

1. Public Network: This category applies to Housing units connected to public water networks belonging to the water company, municipalities, or municipal councils.

2. Private System: This category applies to Housing units connected to a private water resource providing the household with water. Usually, this type is owned by a group of persons. 

3. No piped Water: This category applies to Housing units not connected to public water networks nor to private system.

N.B: No piped water does not mean water is unavailable in the Housing unit. But rather water is not provided through a public network nor a private system. Springs and household wells are the major water sources for this type of household.</txt>

The disabled is defined as the person suffering from a clear and evident weakness in performing certain activities due to continuous difficulties emanating from a physical, mental or health state that lasted for more than six months. Activity status:

It refers to the person (aged 10 years and above) who works or worked for 1 - 14 hours in the week prior to the night of the reference date.
